Mechanicsburg Village Board November
meeting minutes
The regular monthly December meeting of the Mechanicsburg Village Board was
called to order Dec. 7 by the Pledge of Allegiance.
Present were Mayor Trew, Trustees Shoaff, Hohimer, Rogers, Metcalf and Aarup,
as well as Treasurer Kriener and Clerk Berndt. Trustee Payton was absent.
--Recognition of Visitors: A resident on Railroad Street is having trouble with
flooding due to lack of drainage. The mayor asked Trustee Hohimer to draw up a plan
of action to determine how to resolve the drainage problem. The action taken is
dependent on budgetary constraints.
A presentation was made by Mr. David Schaab of Waste Management –
presentation on Exclusive Use Contract for Village of Mechanicsburg. This contract
would reduce the garbage collection fees for residents along with providing curbside
recycling. Commercial service would also be available. There are still details that
would need to be worked out.
--Mechanicsburg-Buffalo Water Commission Report: The minutes of the
commission will supplied to the village. The commission is developing an interoffice
agreement for the use of the backhoe.
--Engineer’s Report: Griffith’s Creek Dam Overflow — wait until the ground
freeze to fix the problem.
--Zoning Report: The renovation of the War Memorial is moving forward. There
were four new houses this year with over $1 million in new construction.
--Police Report: The incident report was reviewed. The police department hosted
its fifth annual Halloween event and food drive. There was an estimated 300-400
individuals at the event. Over 100 pounds of food was taken for the food pantry. The
police volunteered their time.
--Approval of Minutes: The Nov. 2 minutes were approved 5-0.
--Payment of Monthly Bills: TIF Payment to Tri-City Schools — $46,374; JAG
Grant completed – purchase of new squad car
Approval of payment of monthly bills as of Nov. 2, 2009; approved 5-0.
--Agenda items:
Discussion of entering into an exclusive contract with a waste hauler for Village
of Mechanicsburg residents. Licensing and Exclusive Use Ordinance may be required.
Ordinance — Tax Levy for FY10 – Adoption of Tax Levy increase from $10,012 to
$10,500 for FY2010. Vote was 4-1 (Shoaff, Hohimer, Rogers, Metcalf aye, Aarup nay).
Ordinance increasing municipal utilities tax on gas and electric from 3 percent to 5
percent. Vote was 3-2 (Hohimer, Rogers, Metcalf aye, Shoaff and Aarup nay).
Resolution for participation in State of Illinois Federal Surplus Property Program.
Vote 4-1 (Shoaff, Hohimer, Rogers, Metcalf aye, Aarup nay).
--Mayor’s Report:
Magic Celebration Committee – to meet on Nov. 16
War Memorial Committee – to meet on Nov. 30
Met with TIF Administrator and Bond Administrator – to explore bonding of TIF. It
has been determine as not feasible.
CAC meeting Oct. 29, 2009 – county budget reductions have suspended all
recycling programs.
County Building Permit Intergovernmental Agreement – held by County until
restructuring of Public Health Department – last part of 2009 or early 2010.
Sealed Bids for Ford Explorer and Antique Desk to be open Dec. 7.
Census Committee – importance of proper census count to the Village
--Trustee Reports:
Trustee Shoaff — was contacted about placing boxes to collecting items to send
to the troops overseas.
Trustee Hohimer – Drainage issues within Village. Restrooms upstairs are not
functioning properly. The Mayor will have Bob look into the issue.
Trustee Rogers – Discussion on how much money it will take to correct the
Griffith’s Creek Dam issue. No grants available for parks.
Trustee Metcalf – Nothing to report.
Trustee Aarup – Nothing to report.
Trustee Payton - Absent.
