Mechanicsburg Village Board November meeting minutes
The regularly scheduled November meeting of the Mechanicsburg Village Board was called to order with the Pledge of Allegiance.
Present were Mayor Trew, Trustees Berndt, Hohimer, Conn, Metcalf, Rogers and Mosley, Clerk Abbott and Treasurer Kriener.
Recognition of Visitors: No visitors present.
Zoning Report: Dorothy Cole reported that a certified letter has been mailed out to Russell Hagerman due to zoning violations. She has not yet received notification
that it has been delivered.
Mrs. Cole stated that Steve Knox, who owns a lot in the third division of Griffith Creek Estates, inquired as to whether horses are allowed within the subdivision. She
told Mr. Knox that a village ordinance does not allow horses.
The board discussed several possible solutions to address the issue, such as case by case variances. The board would have to have more discussions to
determine what specifics, such as the location of the horses on the property and whether certain fencing, may need to be required.
Mrs. Cole stated that she has also noticed that Mike Emerson has moved his out building back onto the road. Before advising Mr. Emerson to move it from the road,
she wanted to check with the board and make sure nothing had changed in regards to this issue. The Board confirmed that nothing had changed and that the shed
needed to be removed from Village property.
Engineering Report: Nothing reported.
Police Report: A new law will go into effect in 2012 that states that all death investigations must be investigated by a State Certified Lead Death and Homicide
Investigator.
Chief Hill and Sgt. Mahoney attended this training in October and are now State Certified as Death and Homicide Investigators.
The department will be conducting annual mandatory in-service training during the month of November.
The Trick or Treat program held at the school on Oct. 29 went very well. They also handed out about 200 goodie/safety bags to the children that included safety and
prevention materials.
The department was also able to hand out over 100 gun safety locks.
No major incidents occurred during the Halloween activities.
The Board went over and discussed the monthly Police Incident report. The department’s major issue again this month was slowing down drivers who are speeding
within the Village.
Approval of Minutes: The Board approved the October 3, 2011 regular Board Meeting Minutes. All ayes (Rogers abstain).
Payment of Monthly Bills: The Board approved payment of the Monthly Bills. All ayes.
The village did not receive an Income Tax check for the month of October. The Annual Ferrellgas Lease payment in the amount of $3000 was received.
Agenda Items:
The Board approved the Resolution and a revised proposed 50-year contract between the Village of Mechanicsburg and the Mechanicsburg Buffalo Water
Commission. All ayes.
The Board approved the Resolution to set minimum value levels on the financial reporting of assets for the purpose of depreciation — Capital Depreciation Plan. All
ayes.
Discussion was held on an Ordinance for the adoption of Building Codes regulations – Chapter 7 Article 1. After discussions it was decided to table the proposed
ordinance until after review by the village attorney. The item is scheduled to be back before the board and up for vote during the December Village Board Meeting.
Municipal violations – Laura Constant – mobile home at West Seminary and South 4th Cross -— Status. The mayor stated that there is a verbal agreement for the
sale of the property and to tear down the old mobile home. The Board decided to postpone any action until the property is sold.
Municipal violations – Larry Watkins Sr. – property at 201 N. 2nd Street. Due to the property being cleaned up this item was dismissed.
Mayor’s Report: The Village’s new truck was ordered unfortunately it is going to take around 18–22 weeks before delivery can be made.
Trustee Reports:
Trustee Hohimer: Inquired about getting the Village Truck serviced for the winter. The mayor stated that is has been done. Reminder that flags would need to be
displayed during the Veterans Day Holiday. Mayor stated taken care of.
Trustee Berndt, Rogers, Metcalf, Conn and Mosley: Nothing to report.
