Dawson Village Board November meeting
minutes
The regularly scheduled November meeting of the Dawson Village Board was brought to
order by Mayor Bob Day. Trustees present were: Joan Davis; Nancy Prytherch; John Reilly and
Jami Sponsler.
John Reilly made a motion to accept the minutes as written, with a second by Jami Sponsler.

John Reilly made a motion to accept the bills, with a second by Jami Sponsler. MC
Gary Kuntzman reported to the board that he had received the EPA permit for the water plant.
He also said we had been moved up to No. 8 on the list to be reviewed on the project. A new
stimulus package may be forthcoming in April. He has no definite information on that at this time.
Gary also said he had contracted IDOT regarding the jurisdiction on Dawson Lane, but has
had not received a return call from the engineer yet.
Mr. Kuntzman told the board that he, Mayor Bob Day and Water superintendent Charles Abbott
had met with ARCAP regarding the Wandering Trails income surveys, etc. He presented a rough
sketch of proposed extensions. He suggested the village go for the design grant rather than a
construction grant. Either way, we will need to have engineering work done. The cost could be
about $786,000, and the grant would probably be only about half that amount. The village would
have to come up with the remaining funds, possibly in the form of bonds.
Attorney Steve Scott presented copies of suggestions for changes/additions to codification. He
went through various codes and changes or additions he felt were needed. The village does
need to make some changes. The revised codes would be approved by the board at a later date.
The board approved Attorney Scott’s suggestions by general consensus.
Water Clerk Lacy Michael asked Attorney Scott how delinquent water bills might be collected
from customers who moved out without notice, leaving large unpaid bills.
Attorney Scott will put together a complaint form that could be filled out for serving and filing with
small claims. Any costs would be charged to the debtor being served.
Mayor Bob Day said the board he had tried to contact John Brownback, the magician, to
entertain at the Senior Dinner. The number he had listed in the phone book is disconnected. A
call to a person with the same name did not produce any results.
Mr. Day asked Attorney Scott about the legality of a special permit for liquor sales at the
Dawson Community Club fundraiser. The permit is valid.
Mayor Day said the drainage work is all finished on Lewis Street.
Mayor Day told the board the price of rock and hauling had increased so much, he felt it
necessary to increase the fee for a bucket of rock from $15 to $20.
John Reilly made a motion to increase the price of a bucket of rock from $15 to $20, with a
second by Jami Sponsler. MC
With all current business discussions completed, Mayor Bob Day called for a motion for
adjournment.
