Dawson Village Board October meeting
minutes
The regularly scheduled October meeting of the Dawson Village Board was brought
to order by Mayor Bob Day. Trustees present were: Joan Davis; Nancy Prytherch;
Violet Blose and John Reilly. Clarence Worley and Jami Sponsler were absent.
John Reilly made a motion to accept the Sept. 8 minutes as written, with a
second by Violet Blose. MC
John Reilly made a motion to accept the Sept. 22 special meeting minutes as
written, with a second by Violet Blose. MC
Joan Davis made a motion to accept the bills, with a second by John Reilly. MC
Treasurer Lacy Michael told the board she and the mayor had met with the bank
regarding a loan for the sewer repair. The loan is in the amount of $18,000 at 5.5
percent for 60 months. The monthly rate will be $345.86. Lacy will make double
payments, when possible, as she did on the previous loan. There is no penalty for
early retirement of the loan.
A checking account was opened, using the loan money, as an ‘Emergency
Account.’ Treasurer Michael plans to deposit $200 from General Funds into this
account, when possible. The money would then be available for future emergency
repairs.
The board was given copies of the invoice for the annual audit. Joan Davis made a
motion to pay $10,250 for the annual audit, with a second by Nancy Prytherch. MC
Gary Kuntzman, of Greene & Bradford Engineers, reported a comment from the EPA
regarding the aerolator for the water plant.
He also said the sewer map, requested by the village, is almost completed. He is
checking with the state on jurisdiction for Dawson Lane.
Mr. Kuntzman said he didn’t have much information from DCEO Energy Efficiency
& Conservation Block Grant. The Sangamon County Regional Planning Commission is
waiting for training in December. They should be handling the grant. He suggested the
village think of what type project they would like to request funds for and discuss it at
the next board meeting. He is not sure how the funds will be distributed at this point.
Water superintendent Charles Abbott said he would like to see foam insulation
installed at the water plant and also an emergency power system installed at the
water tower. He suggested the village do a new income survey for low to moderated
income. IACAA will do a survey for the village. The village will call the representative,
Dawn Nims, to come for a meeting to discuss having the survey done.
Mr. Abbott said the village needs to replace the back flow preventer on the water
salesman. He does not have a price on a new flow preventer at this time.
John Reilly requested some repair on the ball diamond at the park. He said new
anchors for the bases and a new home plate are needed. The cost will be
approximately $150 to $200.
John Reilly made the motion to purchase the anchors and new home plate, with a
second by Joan Davis. MC
Joan Davis reported she had spoken with Alice Lee Gibson about towing the
derelict car from her property, with no resolution to the problem. The village will have
the car removed.
Mrs. Davis said she received a call about the derelict vehicles at Billy Garrett’s
property, wanting to know what the village intended to do about them. There was also
a complaint about noxious odors emanating from the property. The Clerk will send a
letter to Mr. Garrett.
Nancy Prytherch asked if the village planned to have turkey at the senior dinner
this year. Some seniors complained that the ham served last year was too salty and
said they preferred turkey. The village plans to have both turkey and ham this year.
Mayor Bob Day reported on the following items:
1. The pipe for the sewer repairs on Main and Lewis Streets had been delivered.
The employees had also rented a machine to cut into the street. Work will begin as
soon as possible.
2. The three trees at the village hall, and the dead sycamore tree at the park,
have been removed. The wood from the trees will be stacked and some will be used for
the village wiener roast later this year.
3. Two dumpsters were filled during the fall village cleanup over the past
weekend. Dumpsters will be made available again in the spring.
4. Work on the Walnut Street sewer tile will begin Oct. 13. The leaks to be
repaired lie between the manhole the trailer court to the manhole at the curve at the
east end of Walnut Street.
Mayor Day called for a motion for adjournment.
Nancy Prytherch made the motion for adjournment, with a second by John Reilly.
