Dawson December Village Board minutes
The regularly scheduled December meeting of the Dawson Village Board was brought to
order by Mayor Bob Day. Trustees present were: Joan Davis; Nancy Prytherch; Clarence Worley;
Violet Blose and Jami Sponsler. John Reilly was absent.
Joan Davis made a motion to accept the minutes, after an addition by Attorney Steve Scott, with a
second by Violet Blose. Motion Carried (MC)
Joan Davis made a motion to accept the bills as written, with a second by Nancy Prytherch. MC
Gene Lamport appeared before the board to ask if it would be possible for someone to set up
an ice cream stand in the town. He felt the previous ice cream vendors did not keep regular route
hours and were unsuccessful as a result.
Mr. Lamport also suggested the Village erect another informational sign at the north end of
town, saying everyone didn’t come in the south entrance.
He also asked if the Village planned to have a Christmas decorating contest this year. He was
told the contest was scheduled for discussion at this board meeting, and the dates would be
published in the Tri-City Register.
Another complaint was registered about Rick Moore’s dog. Clerk Pat Curry had already written
a letter to Mr. Moore regarding a previous complaint by a Sangamon County Animal Control
officer. Another letter will be sent, citing ordinance violations. The dog has aggressively
threatened neighbors and may constitute a hazard to children in the area.
Joan Davis said she would acquire judges for the Christmas decorating contest. The date for
judging was set for Dec. 22. First prize will be $50; second prize $30 and third prize $20.
Attorney Steve Scott distributed new employee wage schedules for the ordinance books.
Attorney Scott told the board he had sent a certified letter, regarding various ordinance
violations, to Gary Manson on Nov. 10. There has been no response. He asked what steps the
board wished him to take at this point. Mayor Day will check the property to see if he has
complied with the ordinances.
Water Superintendent Charles Abbott said he had a quote for repairing the old filter at the
water plant. The amount quoted was around $14,000.
Mayor Day asked the board for approval to issue a new liquor license to Dawn Cook,
contingent on the result of the Sheriff’s background investigation.
Joan Davis made a motion to pre-approve issuance of the liquor license for Ms. Cook,
provided the background check is clear, with a second by Clarence Worley. MC
Mayor Day told the board the village needed to increase the fines for dogs picked up by the
county. The first violation will be changed from $25 to $50; a second violation will be $100; a
third violation will be $150, increasing in $50 increments for each further violation. If the dog has
been registered and licensed with the Village of Dawson, the fines will be reduced by $25 each. i.
e.: $25 for the first violation; $50 for a second violation; $75 for a third violation, increasing in $25
increments for each further violation.
Mayor Day and Treasurer/Water Clerk Lacy Michael showed the board a 4-inch stack of water
bills returned by the post office. They claim the stock used for the bills is too flimsy and their
sorting machine tears them apart, even though it has been several months since we have had a
problem.
They suggest we change the water bills to a sturdier stock; one with a horizontal perforation or
one with no perforation at all that the customers would cut apart with scissors. The village
received a letter from Kathy Robb about the water bill problem. Mayor Day said it may be
necessary to speak with the Springfield post office to see what can be done.
Clarence Worley said he believed the post office has their machine tension set too high.
Superintendent Abbott agreed.
Nancy Prytherch asked why the bills were going to Springfield before being sent out to the
rural customers.
Charles Abbott said if they are presorted, it is not necessary for them to be routed through
Springfield. Lacy Michael said the bills are presorted. Mayor Day will talk with the postmaster
about why presorted mailings are being routed through Springfield.
TSI repaired the leaks in the storm sewer Nov. 23. The final cost was $1,375.
Mayor Bob Day appointed Lacy Michael as full-time Treasurer/Water Clerk. She will be enrolled
in the employee insurance program.
Mayor Day also reminded the board about the annual senior dinner at 2 p.m. Dec. 13 and the
annual board dinner at 6 p.m. Dec. 18.
Mayor Day called for a motion for adjournment. Joan Davis made a motion for adjournment,
with a second by Violet Blose. MC
