August Buffalo Village Board minutes
  The regular August meeting of the Village of Buffalo was called to order at 7 p.m. by Mayor Bill
Vetter with the Pledge of Alligiance to the flag.  Members present were:  Bill Vetter, Pam Paul, Bob
Thaxton, Lori Payne-Mullett, Tom Paige, Rose Magowan (acting Treasurer), Phyllis Quick, Village
Clerk, Bruce Beeman, attorney.
  Visitors:  Bob Paul, Kevin Logan
  Reception of Visitors:  Logan reported he has started on building a fence for a beer garden as
requested by the Village Board, but was not completed yet.  Vetter said the final decision on the beer
garden was tabled until the meeting on Sept. 2, 2008.
  Reading of Minutes:  Thaxton made a motion to approve the minutes as corrected, seconded by
Paige.  Motion passed.
  Treasurer’s Report:  Payne-Mullett made a motion to accept the treasurer’s report, seconded by
Paul.  Motion passed.
  Communications:  Tri-City School is planning a 70-year celebration.  Thaxton made a motion to
purchase a full-page ad seconded by Paige.  Roll call vote:  Magowan-yea, Paul-yea, Thaxton- yea,
Payne-Mullett-yea, Paige-yea.  Motion passed.  
  The Illinois Municipal League has inspected the park, and recommend that the playground area to
have 12 inches of falling protection.
  Reading of the Bills:  Magowan read the bills for a total of $18,816.05.  Thaxton made a motion to
approve the bills, seconded by Paige.  Roll call vote; Magowan-yea, Paul-yea, Thaxton-yea, Payne-
Mullett-yea, Paige-yea.  Motion passed.
Committee Reports
  Finance Committee:  Thaxton made a motion to adopt ORDINANCE NO. 08-VOB-03, the annual
levy ordinance for the Village of Buffalo.  Motion seconded by Paige.  Roll call vote:  Magowan-yea,
Paul-yea, Thaxton-yea, Payne-Mullett-yea, Paige-yea.  Motion passed.
Health and Safety:  Thaxton gave a report on the Sangamon County Multi-jurisdictional Natural
Hazards Mitigation Plan.  Payne-Mullett made a motion to approve RESOLUTION NO. 08-VOB-4, the
Sangamon County Multi-jurisdictional Natural Hazards Mitigation Plan and to execute the actions in
the Plan.  Motion seconded by Paige.  Roll call vote:  Magowan-yea, Paul-yea, Thaxton-yea, Payne-
Mullett-yea, Paige-yea.  Motion passed.
  Streets and Alleys:  The railroad crossing on North Wells Street has been closed this week for
repairs.
  Parks and Boulevards:  The Body of Christ Church is using the park on Aug. 23 for a picnic.
  Sidewalks:  Paige is looking for bids for sidewalks.
  Police:  Chief Hill is on vacation.
  Recycling:  The parking lot has blacktop that has been ground into small pieces, leaving a surface
that is very similar to the rock surface.  Board members are disappointed with the appearance.  A
letter will be sent to the contractor.
  Trees:  Two pine trees have been cut down that restricted drivers view of oncoming traffic.
  Thaxton made a motion to adjourn, seconded by Paige.  Motion passed.
