May Buffalo Village Board minutes
The regular meeting of the Village of Buffalo was called to order at 7 p.m. by Mayor Bill Vetter with
the Pledge of Allegiance to the Flag.
Members present were Bill Vetter, Pam Paul, Bob Thaxton, Lori Payne-Mullett, Tom Paige and Rose
Magowan (acting Treasurer).
VISITORS: Kevin Logan, Bob Brouse of Perrino & Associates.
RECEPTION OF VISITORS: Bob Brouse presented the annual audit for the Village financial
statements. All funds were found to be in order.
Kevin Logan’s six-month period of remaining open until 1 a.m. is up. He requested a continuation
of this hour of closing. Payne-Mullett made a motion to make 1 a.m. last call and 1:30 p.m. closing
time permanent. All six trustees voted yes; motion passed.
READING OF MINUTES: Payne-Mullett made a motion to approve the minutes as mailed, seconded
by Paul. Motion passed.
TREASURER’S REPORT: Payne-Mullett made a motion to accept the treasurer’s report, seconded
by Paige. Motion passed.
COMMUNICATIONS: The Mechanicsburg-Buffalo Water Commission requested notification as to
the Mobile Home Court is on private or public property. A letter will be sent advising the Mobile Home
Court is on private property.
Tri-City Student of the Month annual banquet will be May 9. Paul made a motion to give $50 for the
event, seconded by Magowan. All trustees voted yes; motion passed.
John Raynolds asked for a copy of the Village Zoning Ordinance. He was given a copy.
Paige made a motion to name Jennifer Finley to the Zoning Board and John Gietl as Plat Officer for
the Village of Buffalo to fill two vacant positions. Motion seconded by Paul. All trustees voted yes;
motion passed.
READING OF THE BILLS: Payne-Mullett made a motion to approve the bills, seconded by Paige. All
trustees voted yes; motion passed.
COMMITTEE REPORTS:
FINANCE COMMITTEE: Discussed the proposed Annual Budget for the year. Thaxton made a
motion to approve the proposed annual budget, seconded by Payne-Mullett. All trustees voted yes;
motion passed. There will be a Public Hearing in mid-June. The date will be published.
Paige made a motion to approve Perrino & Associates to do the audit for the coming year. All
trustees voted yes; motion passed.
PUBLIC HEALTH AND SAFETY: Payne-Mullett made a motion to renew the intergovernmental
agreement with Sangamon County Animal Control, seconded by Paige. The fee is $591. All trustees
voted yes; motion passed.
STREETS AND ALLEYS: The streets have been repaired from the winter damage, potholes filled.
Streets are in good condition and should not need to be resurfaced until next year.
PARKS AND BOULEVARDS: There is a request for a volleyball court in the park. The proposed cost
for sand and gravel for a court is $2300. If only sand is needed, the cost would be $1500. Legal
issues will be discussed with the Village Attorney before any decision is made.
SIDEWALKS: New steps have been built at the Post Office. The cost was $1730.
POLICE, RECYCLING, TREES: No report.
UNFINISHED BUSINESS: The census report was updated to agree with the voting record.
NEW BUSINESS: Paige made a motion to increase building permit fees to $100 for new dwellings,
seconded by Payne-Mullett. All trustees voted yes; motion passed.
Payne-Mullett made a motion to adjourn, seconded by Paige. Motion passed. Meeting adjourned at
9:10 p.m.
