Buffalo Village Board November meeting
minutes
The regular November meeting of the Village of Buffalo was called to order at 7 p.m.
by Mayor Bill Vetter with the Pledge of Allegiance to the Flag.
Members present were Bill Vetter, Pam Paul, Bob Thaxton, Lori Payne-Mullett, Tom
Paige, Rose Magowan, treasurer, Phyllis Quick, village clerk and Bruce Beeman, attorney.
Lee Reed will be sworn into office as Trustee during the meeting.
VISITORS: Paul Waschevski, Joyce Bennett.
RECEPTION OF VISITORS: Waschevski asked if the board members were aware of
the drainage problem in the north part of the village. Vetter replied the village was aware
of the problem. Until there is a grant available, the village does not have the money to do
anything major. Some storm drains need covers on them. Village will look at them.
Bennett requested the Baptist Church be allowed to use the Community Room Nov. 13
from 7-10 p.m. Thaxton made a motion to allow the Baptist Church to use the Community
Room Nov. 13 from 7-10 p.m., seconded by Payne-Mullett. Motion carried.
Bennett asked if the Church could meet in the Community Room for six months. Payne-
Mullett made a motion to allow the Church to meet in the Community Room for six
months, beginning with October, ending with March 2010 from 10 a.m.-1 p.m. subject to
change in hours if another group wants to use the room. Motion seconded by Paige.
Motion passed.
The clerk administered the oath of office to Lee Reed.
READING OF MINUTES: Thaxton made a motion to approve the minutes as
corrected, seconded by Paige. Motion passed.
TREASURER’S REPORT: Paige made a motion to accept the treasurer’s report,
seconded by Payne-Mullett. Motion passed.
COMMUNICATIONS: Central Illinois Community Blood Bank will be at the Tri-City
School Nov. 16 from 11:30 a.m.-4:30 p.m. for donations to the Blood Bank. Residents are
encouraged to donate at that time.
READING OF THE BILLS: Magowan read the bills for a total of $19,164.24. Paul said
we should have sports ads only when teams are in a higher level of play, such as regional
tournaments. Payne-Mullett made a motion to approve the bills, seconded by Paige. Roll
call vote: Reed — yea, Paul — yea, Thaxton — yea, Payne-Mullett — yea, Paige — yea.
Motion passed.
COMMITTEE REPORTS:
FINANCE COMMITTEE: No report. Will be starting on rough draft of budget in
January.
PUBLIC HEALTH & SAFETY: Will be looking at some residences that appear to be in
violation of some ordinances.
STREETS & ALLEYS: Will look at storm drains that need repair. Illinois DOT
proposes to resurface part of Old Route 36 from Washington Street in Riverton to Fleck
Road in the spring.
PARK & BOULEVARD: The flags are up in observance of Veterans Day. It was
mentioned that some residents were burning leaves on the edge of oiled streets. Notices
will be posted asking that burning is not to be done on the oiled streets.
SIDEWALKS: No report.
POLICE: The celebration for Halloween was very well-attended. There was a
collection for the local Food Pantry.
RECYCLING: Paul said the County has suspended the County recycling grant
program until funds are available.
TREES: Will be filling out application for Tree City USA.
UNFINISHED BUSINESS: Paul had a letter and map from the Census Bureau asking
the boundaries of the village be marked.
NEW BUSINESS: Freedom of Information Officer must be named.
Paige made a motion to adjourn, seconded by Reed. Motion passed. Meeting adjourned at
8:30 p.m.
