Buffalo Village Board October meeting
minutes
   The regular October meeting of the Village of Buffalo was called to order at 7 p.m. by Mayor Bill
Vetter with the Pledge of Allegiance to the flag.
   Members present were Bill Vetter, Pam Paul, Bob Thaxton, Lori Payne-Mullett, Tom Paige, Rose
Magowan, treasurer, Phyllis Quick, village clerk and attorney Bruce Beeman.
VISITORS: None.
READING OF MINUTES: Thaxton made a motion to approve the minutes as corrected, seconded by
Payne-Mullett. Motion passed.
   Board members discussed the complaints received about the small race track constructed for
use by remote controlled small cars. The owner said this is for use by his family. The cars make as
much noise as a leaf blower, weed trimmer or lawn mower. He will use electric cars, as they are
quieter. There will be no citations issued at this time. The use of the track will be tabled until next
month, when all board members are present.
TREASURER’S REPORT: Paige made a motion to accept the treasurer’s report, seconded by Paul.
Motion passed.
COMMUNICATIONS: Thank you from the Kirby family for use of the Hall.
There was a hornet’s nest in a tree on village property. The owner of the adjoining property had a
pest control company remove the nest, it cost $85. Thaxton made a motion to reimburse the owner
of the property $85, seconded by Paige. Roll call vote: Paul — yea, Thaxton — yea, Payne-Mullett —
yea, Paige — yea. Motion passed.
READING OF THE BILLS: Magowan read the bills for the a total of $68,727.47. Payne-Mullett made a
motion to approve the bills, seconded by Paige. Roll call vote: Paul — yea, Thaxton — yea, Payne-
Mullett — yea, Paige — yea. Motion passed.
COMMITTEE REPORTS:
FINANCE COMMITTEE: No report.
HEALTH & SAFETY: Discussed earlier in the meeting.
STREETS & ALLEYS: The contractor has applied more rock to some areas that oil was coming
through. There were 15 requests for pull-off areas to be oiled and rocked; 10 requests were from
residents, all have paid except one.
PARK & BOULEVARD: Paul said it was time to winterize the park.
SIDEWALKS: The hole in the sidewalk near Logan’s has not been repaired.
POLICE: The intergovernmental agreement is ready to be signed with the Police Commission of
Buffalo and the Police Commission of Mechanicsburg. Thaxton made a motion to purchase a new
copier machine not to exceed $400, seconded by Paul. Roll call vote: Paul — yea, Thaxton — yea,
Payne-Mullett — yea, Paige — yea. Motion passed.
The Police are sponsoring a Halloween Party Oct. 24 at the Village Hall.
RECYCLING: Trick or Treat Night will be Oct. 31 from 5-8 p.m. This is for children 12 years old and
younger.
Burnt out light bulbs that contain mercury (CFL) can be dropped off at Ace Hardware Store for proper
disposal.
TREES: There are a couple of dead trees and some dead tree limbs to be taken down.
OTHER:
CENSUS: Paul said thank you to the Town and Country Bank, Logan’s, D.J. Restaurant, Buffalo
Volunteer Firemen and Town & Country Woman’s Club for their part in the celebration Sept. 19.
Board members thanked Paul for planning the event.
The “Mounting Stones” have been placed near the flag pole at the Village Hall. A bronze plaque will
be placed later.
   Attorney Beeman said the annual Appropriation Ordinance and Truth in Taxation papers have
been filed with the County Clerk.
NEW BUSINESS: Vetter said Dan Rodden has resigned from the board. Vetter appointed Lee Reed
to fill the vacancy. Vetter said this appointment would be until the next village election in 2011, at
which time there would be an election for a 2-year term, returning this position to the 4-year term.
Thaxton made a motion to ratify the appointment of Lee Reed, seconded by Paige. Motion passed.
   Vetter appointed Misty Burris to replace Lee Reed on the Planning & Zoning Commission. Thaxton
made a motion to appoint Misty Burris to the Planning & Zoning Commission, seconded by Paige.
Motion passed.
   Payne-Mullett made a motion to waive the fee for the Tobacco License, seconded by Paige. Roll
call vote: Paul — yea, Thaxton — yea, Payne-Mullett — yea, Paige — yea. Motion passed.
   Paige made a motion to adjourn, seconded by Payne-Mullett. Motion passed. Meeting adjourned
at 8:55 p.m.
