Buffalo Village Board December meeting
minutes
   The regular December meeting of the Village of Buffalo was called to order at 7 p.m. by Mayor Bill
Vetter with the Pledge of Allegiance to the Flag. Members present were Bill Vetter, Lee Reed, Pam
Paul, Bob Thaxton, Lori Payne-Mullett, treasurer Rose Magowan, clerk Phyllis Quick and attorney
Bruce Beeman.
READING OF MINUTES: Thaxton made a motion to approve the minutes as amended, seconded by
Reed. Motion passed.
TREASURER’S REPORT: State income tax is behind three months. Trustees stressed that the
address of the person requesting to rent the Village Hall determines the amount of rent to be paid.
Trustees also said rent and security deposit is to be paid in advance. Thaxton made a motion to
accept the treasurer’s report, seconded by Reed. Motion passed.
COMMUNICATIONS: There will be a live Nativity Scene at the Fountain of Life Church Dec. 5.
AT & T will be installing an underground cable south of the Village.
Sangamon Regional Planning Commission is meeting Dec. 17, 5:15-6:30 p.m. at the County
Building.
READING OF THE BILLS: Magowan read the bills for a total of $10,411.84. The yearly retainer fee for
the attorney will be paid on a fiscal year basis, not calendar year. Payne-Mullett made a motion to
approve the bills, seconded by Thaxton. Roll call vote: Reed — yea, Paul — yea, Thaxton — yea,
Payne-Mullett — yea. Motion passed.
COMMITTEE REPORTS:
FINANCE COMMITTEE: The water heater in the Village Hall needs to be replaced. One or more bids
will be sought. A draft of budget will be developed soon.
PUBLIC HEALTH AND SAFETY: Will be looking at residences that appear to be in violation of Village
Ordinances, and the resident will be contacted.
STREETS AND ALLEYS: Thaxton asked about getting someone to remove snow from driveways
when snowfall is more than three inches. Hiring of the snow plowing providers will be taken care of
by the Village.
PARK AND BOULEVARD: No report.
SIDEWALKS: No report.
POLICE: A new copier will be purchased from the Police Budget for the Police to use. It will be kept in
the Police office.
RECYCLING: Waste Management is trying to get a contract with Mechanicsburg and Dawson in
order to offer a better rate for garbage pick-up and recycling for the three villages.
TREES: Maintenance has been completed for this fiscal year.
Tree City USA application will be completed.
CENSUS: The Vintage Brass Band that played in Buffalo for the Census Celebration in the Park sent
a thank you for hiring them.
OTHER: Thaxton made a motion to adjourn the meeting, seconded by Payne-Mullett. Motion passed.
