November Spaulding Village Board meeting minutes
The December meeting called to order at 7 p.m. by Mayor Mark Urban. Roll call was taken: All Present are: Ed Egnott, Brian Cuffle, Jeff Hubbs, Dan Sexton, Mary Ann Burge
and Amy Cunningham.
A motion was made by Jeff Hubbs to waive the reading of the November minutes and seconded by Amy Cunningham. All in favor, motion carries.
MAYOR: At this time, we have a vacancy for the clerk’s position and at this time I would like to appoint Officer Jim Hillyer’s wife (Jean) to the position, under the circumstances
that during closed session she be dismissed and the tape will be kept at our attorney’s office. This will avoid any conflict of interest. All in favor: A motion was made by Brian
Cuffle to appoint Jean and seconded by Jeff Hubbs. All in favor, motion carries.
TREASURER’S REPORT: (Darrell Marcy)
Month ending Oct. 31. Fines- $307.92
Police Vehicle Fee-$60
Nothing else to report: Illinois National Bank had a problem again, did not receive e-mail of the actual account balances and hard copies have not been mailed yet.
BILLS: (Darrell Marcy)
Received a couple bills that I need a little guidance on.
Bill for street lights in Hawthorne Woods Subdivision. Amount of $473.10
Submitting to Mark for approval before paying, did not want to pay without approval.
Bill for Louis Marsch Inc. for the road chip mix. Amount of $6,298.85.
Has not been paid yet either. Mark: I was told it should have been $5000. Mark states will have to pay bill, Jeff Hubbs suggest requesting an itemized bill.
Contribution Renewal invoice for Risk Management: If payment is made by Nov. 20, there is a discount.
Brian Cuffle asked Marcy if he had received a bill from the county for the MDC (Police Department Computers). Payment is 4-6 months behind, $30-$50 a month fee. Office
Hillyer states that Chief Metcalf will be in the office tomorrow and he will address this with him.
A motion to accept the treasurer’s report was made by Dan Sexton and seconded by Mary Ann Burge. All in favor, Motion carries.
POLICE REPORT: (Officer Hillyer) Short report for this month. Chief Metcalf unable to attend, but will present a full report for the December meeting. Traffic enforcement a lot
higher than it has been the last couple of months. Chief Metcalf and Officer Hillyer seized another vehicle. The vehicle is a ‘99 Chevrolet 4x4, 2500HD. Has 113,000 miles on it,
is lifted 3 inches up with big tires. Ran title search on the truck and the vehicle is clear. The vehicle is ours and we have had one offer of $10,000 for the truck. Truck is sitting out
at R&S Towing right now. Did have another DUI this month and seized that car, had to return that vehicle due to a remaining $12,000 lien against vehicle still. Halloween went
well, no major calls, passed out candy.
Village attorney Kevin McDermott presents revised papers to Mayor Urban for him to sign in regards to the repair of Allen St.
Brian Cuffle states that he spoke with Darrell and got the papers on the account set up with Wingfoot on Dirksen Parkway. There is an account here now with a spending
amount of $2500 maximum. Anytime have tires needing repair or rotation, just call ahead due to limited amount of bays. Impala was taken in and had tires done.
Brian Cuffle and Kevin had a meeting with Comcast on why they were unable to provide service to Hawthorne Woods at this time. Comcast is saying it would be over a mile run
of cable and that’s too long. Lines currently in place off of Lyons St. not put in big enough for Village expansion. Comcast states they would have to put in a bigger line to carry
that many more people. Comcast will not be hooking up in Hawthorne Woods at this time.
Village attorney Kevin McDermott states that Libby from Comcast did call him back, and Comcast has declined their offer to go from a 10-year agreement to a 15-year
agreement. Libby with Comcast said they are looking into dropping the density requirement, so then they would be obligated to do Hawthorne Woods with the lesser number of
houses.
Amy brought it to the board’s attention about having a public school access channel for the school through Comcast. She brought up the fact that the Village of Riverton has
Cass County Cable for their provider and they have a public school access channel specific to Riverton Schools. Some of the kids that go to Riverton schools live in the
Spaulding area do not have access to viewing this channel. Name of the lady in charge of the technology department for the Riverton school system would be Ms. Timm and
she at the elementary school. This month the kids have wrote poems and they will be reading them allowed on the access channel, but Comcast has never offered a channel
for the viewing. Brian states that the school is the one who needs to make the request with Comcast. Amy would like board to be made aware of this and see if Comcast can
help to set this up.
Jeff Hubbs mentions that the ditches need to be cleaned out at Lyons St. and Rt. 54. There are also street lights out at Lynn and Primrose.
Mayor: no specs from Louie on Fire Hydrants yet.
Jeff Hubbs made a motion to adjourn the meeting, seconded by Brian Cuffle. All in favor, motion carries.
