Village of Spaulding April Board Meeting Minutes
 Meeting called to order at 7 p.m. by Mayor Mark Urban.
 Roll call was taken: All present are: Ed Egnot, Brian Cuffle,  Dan Sexton, Mary Ann Burge, and Amy Cunningham. Late: Jeff Hubbs.
 Motion was made by Brian Cuffle and seconded by Ed Egnot to waive the reading of last month’s minutes. All in favor, motion carries.

 Police Report (Chief Kenny Metcalf)
 March has been a very busy month for us investigative. As most of you are aware and some are victims, we are having a huge problem with bullets impacting and entering
residences on the west side of the village. Between us and Riverton and Sangamon County areas, we have had two houses that bullets have actually penetrated the exterior
walls and then traveled through interior walls and another home where a tree was hit in the front yard.
 We have made arrangements with the State Police air division to go up with them and patrol our area from the sky looking for the shooters. Officer Hillyer has gone up once
with them and located a potential residence but no shooters were present. I have been working with county detectives and deputies also and we are all trying to coordinate
when we get reports of shots being fired and then trying to get the plane up and units on the ground. Several different days were scrapped because of weather problems.
 Dockers were the victim of a burglary, we thought we may have a suspect on that but it didn’t pan out. I collected their hard drive and sent it to the county to try to lift the video
footage of the burglary as Mike couldn’t show us at the bar.
 The Illinois State Police has been out and doing a walkthrough at Dockers on smoking patrol. I have not gotten with the county yet to get us set up due to priority being placed
on other activities here in the village.
 Officer Hillyer requested my permission to join a mobile field force unit (i.e. SWAT) through ILEAS. I have granted him permission and issued letters to the correct
administrations for him to join. This means that anytime he is called away for action with this force, we will be reimbursed for his absence by ILEAS for additional patrol officers
called in while he is away. This also includes training seminars/sessions, one of which he will be attending later this month in Joliet.
 In speaking of ILEAS, we are 100 percent ILEAS compliant, which makes us eligible for certain grant funds through ILEAS primarily for equipment purchases. We are currently
going to attempt to get enough to garner a new office computer.
 We participated in a huge mock shooting drill at Riverton High School. This was based on a Columbine-style shooting scenario.  All three of us attended a rapid deployment
training class, which involved us making entry into a situation like that with heavy firepower and units from multiple jurisdictions which would be the case if it happened for real.
 Officer Hillyer and I made a trip to Hoffman Estates and met with Deputy Chief Castevens. I have given Officer Hillyer this task to complete. We are already making plans to
have a field trip to the park for Riverton High School and put on a driving safety awareness day. Officer Hillyer already has donors lined up to cover some food cost for this day.
He also has been talking to ISP and SOS about having their educational items here.

 (Jeff) Talked with Mitchell and he does not want to do a big check presentation, not a good time with the way the budget is. Second thing is that Brady said we were allocated
$30,000 to put the sirens up. Waiting on phone call from Missy to find out if we still have the money. Trying to get in to meet with Brady for like a month now. Met this guy tonight
named Levi, who is in charge of the Tea Party Express. It is like pirating bad government and so on. I explained our village situation is and he suggested that we as a board start
blowing up the phones and writing letter from the state level all the way up the federal level. They said basically create a paper trail.
