Spaulding Village Board December meeting minutes
The December meeting of the Spaulding Village Board was called to order at 7 p.m. by Mayor Mark Urban.
Roll call was taken: Present were Brian Cuffle, Dan Sexton, Mary Ann Burge and Amy Cunningham. Absent were Ed Egnot and Jeff Hubbs.
Motion was made by Dan Sexton to wave the reading of the December minutes and seconded by Brian Cuffle. All in favor, motion carries.
Treasurer’s Report (Darrell Marcy):
Month Ending November 2009: Fines- $108; Police Vehicle Fee- $20; General Revenue Fund- $80,105.84; Outstanding Checks-$4,841.67; Balance Ending-$75,264.17
Motor Fuel Fund: Beginning-$20,159.38; Outstanding Checks-$196.77; Balance Ending-$19,962.61
Balance does not include large payment to Sator. Will come out of motor fuel fund.
D.U.I. Fund —$400.47; Police Grant-$98; Police Vehicle Fee-$357.10
Darrell asked Mayor Urban who he would like to have the Village credit cards for maintenance purposes. Mayor Urban wants them given to Jim Hillyer so that he can make
sure that the street department truck is kept fueled.
Darrell also needs information for tax purposes from Bill Hinkle.
Motion to accept the treasure’s report, made by Amy Cunningham and second by Brian Cuffle. All in favor, motion carries.
Police Report (Kenny Metcalf): Very busy month for the department, both on and off the street. It doesn’t look like it, but with the help of officer Rusciolelli and officer Hillyer, we
spent several hours in here archiving past years stuff. Brought everything up to date, and current as far as paperwork goes. There is a bill coming around that I didn’t get a
chance to talk to anybody about, I just did it.
On the Impala we have a new LED light bar. We were able to get it for $200 from a company going out of business. I was able to sell the old light bar that was on the Impala for
$200 to a volunteer fireman, therefore that is a net zero money deal and we went up about 14 years in technology. Light bar was installed for free by Sgt. Honea of the Buffalo-
Mechanicsburg Police Department. In January there is a police association conference I will be going to. They have a thing called the Traffic Safety Challenge; basically it is a
grant that no one in the state has applied for yet. There is at least $10,000 out there that we could use for payroll. I will be trying to get this when I attend the conference in
January.
Sherman Police Department won this last year and got a brand new squad car and the remaining in cash. Conference in Tinley Park in Chicago this year, I will be trying to get
us set up on this.

(Amy) Need to swear in the secretary also need to advise her about her duty to change the date on the sign outside for the meetings. (Jean-Clerk) Do not have key to the
building yet, therefore the sign had not been changed. (Amy) Fire hydrant report has not been received yet. The thing with the public access channel with Comcast has been
sold, so that scratches the idea of it. Would like secretary to work on getting us listed in phone book, since there is no current listing for the village in there.
(Brian) Number may not be listed due to say zip code as Riverton. (Amy) The 629-8188 number is the number that should be listed in phone book. Since Jeff isn’t present, has
there been any word on the siren grant yet. (Mayor Urban) Haven’t heard anything yet, but paperwork has been done and sent back a little over a month ago. Last thing I heard
was that Bill Mitchell wants to come over and do presentation and get media involved. Had to show proof of tax exempt status.
Street Department (Jim Hillyer): Had to take the truck to go get serviced at Crossroads. Then truck had to go back for issue with motor. Replaced stop sign at Primrose and
Vicar.
Cleaned out some ditches, there are some issues on West Raylots where the guy is doing construction. The guy had concrete covering the culvert, and he did clean all that out
himself. The ditch that we had the issue with on Lyons Street is being taken care of by the new owners.
JCPenney has bought the house there for their new general manager and they will maintain this ditch. Snow plow has been put on and salt spreader will be on tomorrow.
Need Bill Hinkle’s phone number to get with him on plowing and such. Did throw some hot patch. They said it can be gotten a ton at a time even though they have a two-ton
limit. They said considering Spaulding may not know how much they need.
(Mayor Urban) If you notice potholes as you plow, then when the weather is right just go get hot patch and fill them. (Amy) There is a pothole developing down Primrose near
Spaulding Lake Estates, but it is not bad yet, may want to look at it.
(Amy) Wanted to bring it to everyone’s attention that on Bill Roberts’ old house the side garage door looks like it has been kicked in. Didn’t know if we could fix this somehow
since there is no one living here and the house is in foreclosure. (Brian) cannot nail door shut for fire purposes. Door must be accessible even though the house is not being
lived in.
(Mayor Urban) Would like to know if board members would like to put a season’s greetings in Riverton Register. Would like clerk to call Register and have ad placed.
(Guest) Would like to bring up subject about the project the village has going or did have going out behind Darrell and his place. Thinks it is good project, but as I understand it
now the project is dead in the water. Would like to know if the signed easements null and void. (Village Attorney Kevin McDermott) states they are not null and void. (Mayor
Urban) states this is not a dead issue; it’s getting the township to follow through with what they committed to do. They are the ones that are now holding this project up.
Talking about Alex Lyons. (Guest) states he has heard on the streets that both sides were not cooperating. (Mayor Urban) The agreement was that Spaulding would buy the
material and the township would install it. There was a disagreement over some patching work that was done here in the village, and now Alex Lyons says he doesn’t want to
work with me on this project. (Brian) Had a meeting with Alex and it was said by Alex, that as long as Mark Urban is Mayor, then he is not going to work with the Village of
Spaulding. (Guest) Would like to know how to resolve this issue. (Brian) suggest to talk to Alex again from a citizen standpoint as well as talking to Jim Good, who was here
when commitment was made. (Guest) Believes this is an excellent project, but he has his house on the market for sell and is unable to sell it due to standing water. (Mayor
Urban) Suggest that the citizens attend a township board meeting and ask them when they are going to follow through with their part of the commitment. Unsure on when
township meetings are held. Suggest citizens call township office to find out. (Guest) discuss the ordinance of sump pumps due to neighbors draining into his yard. (Mayor
Urban) states this is all related to the same problem.
Motion made by Brian Cuffle to go into closed session, and seconded by Mary Ann Burge. Motion carries.
