Riverton Village Board approves bonds for several projects
The Riverton Village Board last Wednesday held a special meeting, which came after a budget hearing that featured no public comments.
According to Treasurer Tim Laffey, there will be $8,480,165 in revenues in the current fiscal year, and $7,704,186 in appropriations.
Trustee Cathy Black thought the appropriations were on the high side, and she ultimately voted no (as she did on the budget) on approving the appropriation ordinance (the five
other trustees all voted in approval).
Trustee Rich Pottier noted that the village will “have to be cognizant” of expenditures this year considering the tight economy.
The village board also approved by the same 5-1 vote $160,000 in bonds for both the Lucky Horseshoe Mobile Home Park and Washington Street sewer projects, and also
extra water softener for the water plant.
Pottier had sent out an e-mail clarifying some of the information he had received from Mr. Mike Southworth, from the bond firm the village is using, as far as funds that were
bonded and that were available.
The next two agenda items dealt with collective bargaining agreements for the public works employees and also the police department.
Both contracts are four-year contracts with built-in step raises each year.
By a 5-1 vote, the board approved both. Black voted against both; she stated that she did not believe the contracts were in the best interests of the village.
The board then took up a discussion of an ordinance to rezone a Seventh Street property from C1 to C2.
Chuck Stone noted that the property is under contract to be sold, pending rezoning. The property, across from the post office in the old Shell station, is set to be a canine
boarding shelter, for up to 17 dogs. The back side will have a privacy fence, per Stone’s understanding with the potential owners.
The vote to approve the rezoning was 6-0.
The board also approved 6-0 some repairs to Lift Station No. 1 (a new pump was needed); the lowest bid (from Prairie State Plumbing and Heating from Athens) came in at
$4300; the other bid was ‘not to exceed’ $6900.
Board member Tina Raycraft said someone approached the Riverfest Committee about doing a fundraiser for the kids; the village tennis courts would be used.
Because it was not listed on the agenda, noted Trustee Joe Bartley, more discussion/action was moved to the Aug. 3 meeting.
The meeting adjourned at 6:14, 12 minutes after it began.
Issue Date: Aug. 6, 2009
