Zoning board vote delayed, 3rd Street overlay project to begin May 17
 The Riverton Village Board met May 3 beginning at 7 p.m. Minutes from the April 19 meeting, as well as payment of bills, were approved 6-0.
 An ordinance “Authorizing Expenditures Pending Adoption of Annual Appropriation Ordinance” was approved 6-0.  This is a temporary appropriation.  
 “People on the Agenda” was Terry Tippett, a repair man who has worked for residents of the Lucky Horseshoe Trailer Court.  He spoke to trustees regarding how often he is
called to repair water heaters for those residents, as a result of water shut off problems.
 Regarding the water plant, “Approve E.L. Pruitt pay estimate #3” for a total of $535.40, was approved 6-0.
 The Third Street overlay project is scheduled to begin May 17, per Trustee Joe Bartley.
 “Amend Ordinance #10-005 Regarding Business Incentives” was approved 6-0. The language for this ordinance has been discussed at the prior two months’ meetings.
 “Early Retirement Incentives,” there was nothing publicly stated about what these might be; they were discussed in closed session.
 Also listed under “Old Business” was the Zoning Board.  A vote on this is postponed until the May 17 meeting.
 “Acceptance of Renewal Offer from Health Alliance,” regarding health insurance for employees, was approved 6-0.
 New Business was Resolution #10-004 for Crossing Guard Appreciation Day, which delineated the reasons school crossing guards are an important component of the
Illinois Safe Routes to School Program, and proclaimed May 4 as “Crossing Guard Appreciation Day.”  All crossing guards with the school district will receive a certificate of
appreciation.
 Appointment of ESDA officials, which is a four-year term, were the following individuals:  Alan Franklin, Coordinator; Jeff Higgins, Assistant Coordinator; Steve Mueller,
Assistant Coordinator; and Tony Genovese, Assistant Coordinator.
 Trustees went into Executive Session at 7:42 p.m.  Trustees came back into open session at 9:17 p.m.  
 The early retirement incentives were tabled until further notice, per Mayor Todd.
 An “Ordinance Approving Settlement,” was approved 6-0 which Trustees Pottier and Bartley clarified as back in 2007 the board voted to terminate the village’s maintenance of
water and sewer systems at Lucky Horseshoe Trailer Court, Ordinance 2007-37.
 This subsequently resulted in litigation.  The board’s vote rescinded that ordinance, and the village is resuming maintenance of the water and sewer systems at Lucky
Horseshoe Trailer Court.
 The meeting was adjourned at 9:18 p.m.
