
Village establishes new liquor license class

The Chatham Village Board approved a new liquor license classification Tuesday night during a
swift 20-minute regular meeting.
The new license classification, termed an LP "Limited Package" license, covers retail businesses
such as Walgreens.
Walgreens had previously applied for a liquor license, but the village did not have a class to cover
such a business, since it could not be put into either the "convenience store" or "grocery store"
categories.
Now, the Village has created one new "LP" license, for which Walgreens can apply for. There are
restrictions included with the license, including limitation to the sale of beer and wine only in their
original packages, no single can or bottle sales and no sales through a drive-up window.
The vote on the matter was unanimous. In other news:
•The board approved extending the line of credit for the proposed water plant pre-expenses by
$500,000, putting the overall credit line at $1.05 million. If the project moves forward, the monies will
be paid back to the Village and bonded through the South Sangamon Water Commission.
Bid results for the water line and some equipment have come in about 35 percent below
engineering estimates so far; and bids for the construction of the treatment plant and installation of
the transmission line will be received at the end of this week.
Once the Commission derives a firm cost per 1,000 gallons that it could sell to the Villages of
Chatham and New Berlin, those two village boards will vote on whether or not to proceed with building
the plant, or stay with Springfield CWLP. That vote could be coming in March or April.
The vote on approving the extension of the credit line was 5-1, with trustee Matt Mau voting no.
•The Village is submitting for federal stimulus funds, if they become available, for the resurfacing
of Plummer Blvd. from Ptarmigan all the way to Ravina, near the railroad underpass.
•Intergovernmental agreements with the Ball-Chatham School District and Chatham Township
continue to be discussed at the committee level, but each one was tabled again at Tuesday's meeting.
•Trustee Chuck Herr indicated that the Village continues to work towards establishing an
ordinance to deal with sump pump discharges onto village streets. Herr said a preliminary draft has
been created, and the village has acknowledged a willingness to work with residents to search for
solutions in finding a new place to discharge their water.
•The board adopted an ordinance dealing with the National Incident Management System (NIMS).
The system will establish procedures for dealing with a natural disaster, should one ever occur in the
Village. Part of the process will include educating village employees on the steps involved in dealing
with such a disaster situation.
•The board held a short closed session to discuss a personnel issue. No action was taken.
Village committee meetings will be held next Tuesday, Feb. 16, beginning at 6 p.m. with
Administration, followed by Public Works.
