The winds of change blew strong and
steady at Monday night's Ball-Chatham
Board of Education meeting, and there
wasn't exactly a consensus as to how
those changes came about. (

CW4 Darin Anderson (left) of Chatham, a
member of the Army National Guard,
presented an authentic American Flag that
flew on a combat mission he was a part of
in Iraq this past Veteran's Day to the
Chatham American Legion at Monday's
Memorial Day Services.  Accepting the flag
and certificate was Gary Ori, Commander
of American Legion Post 759.  Anderson
served a tour of duty in Iraq in 2007.
Village board approves off-
street parking change
The Chatham Village Board approved a change to the off-
street parking ordinance at Tuesday's regular meeting.
The ordinance now allows for the parking of boats,
trailers, campers, etc. in side yards, along with back yards,
as they had been allowed to previously.  Those vehicles are
still not allowed to be parked in front yards or front
driveways, or on the street.
Village Director Meredith Branham explained that the
change was enacted to aid property owners with corner lots,
which technically are not considered to have rear yards.
Their only option up until now was to park their oversize
vehicles in an enclosed garage.
The changes were first brought forth to the Plan
Commission, then forwarded to the Public Works
Committee and then the Village Board.
•Work continues at the Park/Walnut intersection, with P.H.
Broughton the lead contractor.  Branham said 95 percent of
the storm sewer work has been completed, and from there
the work will shift to adding turn lanes, curb and gutter work
and eventually traffic signals.  The new estimated
completion date is sometime this fall, maybe October or
November.
•As was discussed at the last regular meeting, the board
formally approved four percent raises for village
management and non-union personnel.
•Finally, the village approved its MFT (Motor Fuel Tax) road
projects for the summer.  Branham said all of the oil and
chip and overlay work should be completed before the start
of school in mid-August.

Village budget passed
By Joe Pritchett
Clarion Editor
The Chatham Village Board passed a mammoth $36.8
million budget for fiscal year 2009 at Tuesday's regular
meeting.   That number is inflated, however, as it reflects
more than $2.5 million in costs for the new electric
substation and $19 million for the anticipated receipt and
expenditure of bond proceeds for the new water plant.

The Chatham area has been socked with
heavy rains lately, including a deluge this past
Saturday morning that added to the flooding
issues with Polecat Creek.  Water could be
seen rising near the bridge that runs over
Route 4 (top), and residents along
Bonniebrook in Chatham Knolls and Teal in
Quail Meadows have been dealing with rising
floodwaters also.
The Chatham McDonald's has been
honored with a Greenways Award from the
Chatham Area Chamber of Commerce for
contributions to the beautification around
their property.  Dave Kasprzyk (left), owner
of McDonald's, accepted the award from
Jack Dunn, Chamber Executive Director.
Glenwood High School graduates Colin
Hammond (center) and Sean Ingrassia
(right), along with GCNN Coordinator Ryan
Bandy presented a promotional DVD they had
put together to the Board of Education Monday
night.  The 20-minute video gives a full
snapshot of the Ball-Chatham School District,
complete with video shot at each school and
including footage from around the local
community.  The DVD will be given to local
realtors and developers to give to families
considering moving into the school district.
Bandy stated that two GHS students shot 95
percent of the video used in the project and
wrote the entire script.  GHS assistant
principal David Hay is the narrator.  Ingrassia
and Hammond are 2008 GHS graduates, and
were students of Bandy's this past year during
the semester-long project.  Bandy stated he
hoped to keep the project going, producing a
new DVD each year.
